Windows file missing or corrupt

I have a friend who told me her computer won't boot windows. She gets the following message;
Windows could not start because the following file is missing or corrupt: \windows Root>\system32\hal.dll
Please re-install a copy of the above file.
Can this be fixed and are there instructions on doing it. She's running XP on a Dell
