So here's what I got:

Case: Ultra Black Aluminus ATX Mid-Tower Case with Clear Side
Mobo: Intel DX48BT2 Motherboard
CPU: Intel Core 2 Quad Q6600 Processor
CPU cooler: Ultra ChillTec Thermal Electric CPU Cooler
PSU: Ultra X3 ULT40071 800-Watt Power Supply
VGA: Diamond Radeon HD 4870 Video Card
Ram: Kingston HyperX DDR3-1800 2x 1GB 8-8-8-24
HD: 2x Western Digital Caviar SE16 500GB Hard Drive
Drives: Pioneer BDC-2202B Blu-ray Disc/DVD/CD Combo Drive SATA

I plan to OC'ing and doing xfire latter.

So I would like to get your opinions on mobo/cooler/ram combos for my build.

Seems good, but I think the DDR3 is overkill (and really not worth the $$$), moreover, I don't think 2GB would be enough for Vista so I would suggest 4GB of much cheaper DDR2 memory (see here).

Did electric CPU Cooler are good, I im not sure, they are pretty expensive.
BTW: I don't want a liquid cooling system.

The electric cooler, known as Peltier, were very popular among enthusiasts 5-7 years ago, but I have no idea why exactly. I think it had something to do with high power usage (around 50W just for the peltier), condensation and the fact that it generated about twice the heat on the "hot side" than absorbed on the "cold side". You should probably consider a casing with good airflow combined with good air cooler instead, some can be quite cheap (see www.frostytech.com).
 
Intel DX48BT2 motherboard is not a good choice for overclocking
Choose one of the recommended MBs in the THG articles: X48 review part 1 X48 review part 2
One of the better X38 motherboards would be a good choice to save some money.

4GB DDR2 is a much better option that 2GB DDR3. There is very little difference in performance.

ChillTec CPU Cooler is more than you need to spend for effective cooling. Choose one of the top 10 coolers listed here

1 hard disk drive is plenty to start out. You can always add another later.

I made some change.

MOBO :Intel DX38BT Motherboard
RAM :OCZ DDR2-800 2X 2GB Reaper HPC Edition

It is the best option?
 
CPU cooler and RAM are better choices.

Intel DX38BT (Bone Trail) motherboard isnt usually the first choice for anyone thinking about overclocking.
Better overclocking choices:
ASUS P5E or Gigabyte GA-X38T-DQ6 for X38 motherboards
ASUS P5E Deluxe or Gigabyte GA-X48T-DQ6 for X48 motherboards
