Can't get your links to work. I recommend one of the 2 seasonic 400w power supplies at newegg for around $60; both have 5 year warranties. Your specs don't indicate the need for a higher rated ps. For the motherboard, I recommend the asrock p43 1600twins for around $70. I use the g43 version, and it works great. The p43 has 6 memory slots for flexability, and overclocking jumpers.
As far as the MB's... heh, not understanding why you picked mATX boards in those choices. Some of those choices are even out of stock.
As far as best, its best to figure out if you just want to run your original stuff indefinitely, or if you plan on certain upgrades since the MB is basically the most important part to decide on, as well as deciding if you want SLI/CF.
You should be able to run the E4400 with any 775 socket MB New Egg has in stock, but I'd stay away from mATX boards, unless you have a weally small PC case, or shuttle to carry around.
My video card recommends that I have at least 350-400W. with all of the other parts I have in the computer, would a psu of 400W be enough to run the computer?
Now about PSU, the main thing you should keep in mind, don't go by the general wattage for the PSU you look at.
You need to look at the total power, for say, that the 12v rail will support, which generally your video card will depend on.
If your card needs at least 28amps for example, just take 28a x 12v = 336watts. That is what you should perhaps look for on the label, regardless if it says its a 400watt PSU or a 450watt PSU.

You should get an idea that this 550 has plenty of power on the 12v rail.
The asrock board will work fine with pc800; I use that and some micron pc5300 made for hp systems. My cpu is the same as yours; the e4300. Only negative about the asrock boards is the inability to post with my copper modded cpu. I bought this cpu already modded; it works great on my msi g31 board with no bios adjustments. But the asrock board has some different voltage specs; but it does have overclocking jumpers for 1066, 1333, or 1600 fsb for the cpu. My e4300 has copper tape connecting 2 pads for defaulting from 800 to 1066 without affecting the memory settings. You can find about it by typing "cpu pin mod" with your favorite search engine.
