Not necessarily. I'm having a similar problem though if I unplug my hard drive my system lets me get into the bios. See my posts on this thread and under new build for responses.
The PC powers on, then cuts off about 4 seconds later? The two things I would check are CPU overheating (HSF not seated correctly) or a malfunctioning, shorted power switch, which will cause the machine to shut off after 4 seconds. I had an Apevia X-QPACK2 in which a factory drone put a mounting screw through the power switch cable, causing a similar symptom.

If jtt283's suggestions don't work, you also may want to verify that your CPU is seated properly, no pins are bent, and the CPU itself is not defective...although that may not be the easiest thing to check.
If that doesn't help, post the full specs of your rig, including the brand and model of PSU you have. If you're overloading it, that might also cause a shutdown.
