If you are of the same faction as the base you are trying to find out, you
must be a Warrant Officer II or higher. Or the building admin, lol.
If you are trying to figure out on the opposite faction, you just have to
get lucky. Or play as a spy and and become a Warrant II. Whichever works
best.
