Locked multiplier - LOWERING ?

Hello everybody!
Okay, you guys & girls, somebody tell me this:
Intel Q9xxx cpu's have a locked multiplier...

My question:
Can I still LOWER the multi ? Or does a locked multi mean that you cannot set it to anything else then its default ?

You can lower it. Right now I'm running my Q9450 at 7x400 for 2.8GHz, backed off from 8x400 = 3.2GHz due to resulting fan noise.
