Here is a USB pinout. On my lights I have red and black cables, black almost always means ground. So you would just solder the red wire to pin 1 and the black wire to pin 4 on a male USB plug.
USB can only provide 5v as opposed to the 12v CCFLs usually uses so it won't be as bright.
External hard drives are also not powered by USB, they are connected to a wall outlet. You could always make/buy a small psu to convert AC into DC 12v if you want, but it won't require USB.
I have never opened a PS3 before but if you feel daring you could try and find a 12v power source and mod it to work with your CCFL.
