Most up-to-date BIOS will not let me change VCORE or FSB voltage in BIOS. When I enter a value, the actual voltage remains stock setting, no changes at all. when in windows on hardware monitor or CPU-Z, there indications reflect the stock settings. What may cause this issue?

There is a reason the saying goes the way it does.

"if there is nothing wrong with your mobo then dont update the bios"

I would just go back to the previus bios version.

So your saying that when you manually set teh vcore in the bios. then you hit "save and exit" and boot into windows your voltages reset?

yes exactly, but the bus speed remained, now i cannot change it. if i revert to my original stable overclock in BIOS, i get a constant BSOD citing IRQ not equal to or less. i am basicall stuck @ 4.05ghz, with vcore @ 1.3 and FSB @ 1.3, which is no where near enough for 4.05ghz

Dude really. this calls for an rma.

I think your bios chip is screwwed
