Hardware? Software? or Resolution?

So I have recently put together my new rig. I am using Gigabyte x48, E8400, HD4850, 4Gigs Corsair XMS2, and an AverMedia tv tuner.
Everything works fine and dandy except for one thing.
I downloaded the AverMedia software to run my tv tuner. The picture is PERFECT for about 15 seconds, then for the next 10 seconds or so the picture stutters, but the sound stays smooth through it all. The stutter is bad enough and often enough to make it not watch-able. My question is this. Do I have a bottleneck somewhere within my hardware that is not allowing the card to perform perfect all the time? Is my resolution playing a part in this (1600,1200 on a 24'' Acer)? Or is my tuner card just not as good as I thought when I bought it? Or is the software i am using crap?

Could be the signal your getting is the problem, try moving the ariel about or connect it to one that the TV would plug into and see if that makes any difference

Hm... I have already unplugged and moved around the physical cable.... I think I have ruled that out for a cause.
