Computer will not upload attachments Dell

Hello, Hello I cannot upload any attatchment Ive tried several Email providers and nothing yes I can download fine and can send emails But no uplaods ruled out firewalls I just removed a download managers So now I only have One download manager and It started around the same time I Downloaded a firewall MS so give me some help if you canI do not have an OS disk I bought from electro rents Its a Dell
