Make sure your temps are ok before overclocking...
As for the 3dmark06, pretty good but id say the CPU is a bit low, my q6600 @ stock can get 3800, so i would expect a q9450 to do better than 4700...
If I overclock the card, do I edit my profile manually in the text file like the fan speed? I could use some help, when I change the clocks in CCC, then save my profile and then open my profile they go back down,
I OC'd to 775/950 and got 15326, fan @ 35% and temps are good. Any help would be appreciated.

The cpu score looks fine. My q6600@3.6ghz/1600mhz fsb gets barely 200 more than the q9450@3.2ghz. If anything, it's running really well.
As for cpu oc, you can try pushing up vcore a little more, and turning on loadline calibration if your motherboard supports it. Although cpu speed don't really matter much in typical games. So unless you play something like Supreme Commander, there's no point.
You get about 100 points per 100Mhz on a cpu oc in 3DMark.
