Help! My E8400 is showing 2GHz instead of 3GHZ

The multiplier bounces back and forth between 6 and 9 (where it should be), but mostly it stays at 6. Is this a power saving feature or should I be worried?

Powersaving feature called 'speedstep' in the BIOS it can be disabled.

Thanks, Yeah I just ran a CPU benchmark and it stayed at x9 the whole time so everything's fine.
