New build issues...2 MOBO/GPU/Drivers?

2 issues

1 On boot up I my comp restarts several times then finally boots all the way through. All drivers updtaes, bios flashed with tech support, all OS upgrades installed, etc, etc

2 My graphics card fan maxes out and my screens go black. Must reboot to stop card fan and get video back, but then get multi reboots.

Is it possible my powersupply cant push what is needed?

Is it the fact that there is only a hotfix driver for my card?

The rebooting, no clue......

Anyone else having same problem?
