Hide or disable executable programs

Hello,
how can i lock or disable custom .exe program for power users,uses,authenticated users
example. when a power users locks that user should not be able to select "C:\Program Files\Google\Picasa3\Picasa3.exe" so that way when user select picasa3.exe it should display a message or just hides it for them.
