HD4870 No signal,Fan @ 100%

Just brought myself a Powercolor HD4870 and went to install it but not getting very far. When i switch on 3 out of the 4 red leds near the power connectors flash then i get no signal and the third led stays lit. The fan then goes 100% speed and i get nothing. Any ideas whats up. My PSU is rated 650w.

wait the 4870 takes two 6pins right? are they both connected?

False alarm, why is it i end up with the 4870 that the heatsink isnt sitting right on.

what???? the heatsink wasn't on right?

yikes!!! id return that without a second thought , might of been dislodged due to bad transit on delivery or somin.
