does memory downclock frequency when idle?

hi i just bought 4gb of ocz 1066 reaper with my new build. but my system is running games at a fraction of what it should be running. i.e. im only running cod4 at like 35 fps when i should be running at around 100. q9450, foxconn p45a-s, 4gb ocz 1066, gtx260 core 216. my cpu is also running very hot at 50c idle. could this be the problem or the gpu or the memory or mobo? im also getting very low scores on 3dmark 06 for cpu and gpu. only about 12k on 3dmark.

12k is actually really low for a gtx260. My 9800gtx+ gets 15500, and I only have a dual core cpu. Did you accidentally knock the cpu heatsink loose? It could be throttling to keep from getting too hot. Check what cpu-z says.

Unless your living in a very hot area, like say the middle of Death Valley, 50c is too hot for an idle temp. I would remove and replace you thermal compound and make sure the heatsink and fan are mounted correctly.

i think the heatsink is a little loose, i hate the stock hsf from intel so i bought a zerotherm nirvana with some arctic silver which should lower temps. if my temps go down quiet a bit do you think my performance will go up a bit? cause that still doesnt explain why my gpu scores are so low. thanks

Your performance will probably go up because the cpu is no longer throttling itself. CPU throttling would explain the low 3dmark scores because it would become a bottleneck and cause the gpu to run slower as well.
