New Hauppauge PCI-E card not detected by XP, help?

So I'm setting up a SageTV system.

MSI Neo5 mobo (945GC chipset) with 2 PCI-E X1 and 3 PCI slots
C2D 6300
2X1GB corsair PC26400 ram
Asus ATI 3450 PCI-E x16 video card
Hauppauge 1800 PCI-E tuner/mpeg2 decoder card

Fresh clean install of XP Pro

I installed the Hauppauge and I got no new hardware popups. I tried to install the driver package and it said there was no hardware to install it for.

I figured the card was DOA so I took it to my Vista PC and plugged it in and it detects the card just fine.

So how do I proceed from here. Is there some setting in bios to turn on PCI-E slots that comes turned off as defualt (I didnt see anything in Bios like that).

Is there a switch or anything in XP (with SP3 and updates installed) that wont allow PCI-E cards to be recognized by default?

Turns out there is some odd bug with the power management settings and Hauppauge cards.

I swapped power management to S1 from S3 and it recognized it just fine.
