i just put together a new computer, specs:
 
intel 8400, radeon hd4850, 4 gigs ddr2 800mhz (only have 1 stick in for troubleshooting purposes), PQ5 motherboard
 
when booting, this screen comes up

if i wait about 5 mins at the above screen, it will continue. i can enter bios or attempt to boot windows.
 
if i enter bios, bios will load and i can modify them, although the bios screen is EXTREMELY laggy.
 
if i boot windows, eventually the windows boot screen will come up, and then it blue screens with a "irql_not_less_or_equal" error.

thoughts?

Try disabling both cpu & chassis q-fan controls in bios.
