Need to build the perfect AE computer

So i'm sitting here trying to figure out what components are best to create a computer for After effects work.

I'm looking to start from scratch, that means gpu, cpu.... ect.

Software is your biggest concern, any quad core cpu is more than adequate. Most of the newer and older models use 95 watts; the q6600 was only $150 closeout at Fry's recently with free motherboard. Amd goes to both extremes; they have the 9150 at 1800 hertz using 65 watts, while the 9950 uses 140 watts. I'm wondering if any software permits you to use apple software on a standard pc? I know apple systems can use alot of standard software since their switch to Intel cpus.
