Motherboard posts with PCI but not PCIE video card??

My Intel DP45SG mobo posts with my old PCI graphics card FX 5200 GS, but not with new Geforce 9800 GTX+, any ideas why?

power is good, 550W, minimum requiremet for that graphics card is 450W.
