1.8 V support is based on the standard. and is a default value.

All you need to do is look in your motherboad manual to find out how to change the Dimm voltage., If it is a gigabye board You will need to up it by +.3.

Sort of. It may work. If your computer will boot with it so you can get into the BIOS, you can manually set the voltage higher. At 1.8V, the timings will be much worse than advertised (e.g. 6-6-6-18 instead of 4-4-4-12), or it may be unstable.
Advertising that you don't adhere to a standard doesn't make it okay. For minimal memory problems, choose RAM that will achieve its advertised timings on the JEDEC standard 1.8V. You can choose to overclock it yourself with a higher voltage if you like, but at least you know your RAM will work on default values.

Can we run PC without changing settings ?i mean with default value ?

Maybe. You'll have to try it. If it works, at best you'll just have worse than advertised timings.
The machine may not boot into the BIOS unless you try it first with just one stick and then raise the voltage.

if its not boot into BIOS how to change settings ?

If it won't boot into the BIOS, you'll need to buy some RAM that adheres to the standard.
You can buy one stick just to boot, then raise the voltage so you can use your other RAM. You'll need to do that each time your BIOS is reset.
