Windows xp wont let me do anything with my sd card

I have tried for hours to figure this out. I have a dell xps m1710 with a built in card reader, and a 1 gb pny sd card. when i put it in the computer, it says "the disc in drive f is not formatted, would you like to format it now?" If I say yes, it starts to format but then says it is unable to complete the format. If I say no, it just closes the window. I have tried reinserting it, updating drivers, rolling back drivers, deleting and then reinstaling drivers, updating windows(XP), restarting the computer (with and without the card, and I've also tried another sd card. I'm totally stumped and would really appriciate any help.

More about windows wont card
  1. I had a similar problem with a usb stick once. Found out that its a dodgy phenomenon within windows xp 32bit. Winxp 64bit, vista 32bit/64bit & win7 32bit/64bit have no problems reading any sized usb sticks/sd cards.

Correct me if I’m wrong - Seems only winxp 32bit has this problem. Not sure of the capacity when this begins to happen, might be more than 500mb?
