How can I effectively squeeze as much power as possible out of my 940? What tools can I use to run a stress test? Do I have to OC from BIOS?

Also, what tools can I use to OC my GPU? Same questions! THanks!

Overclock in the BIOS. Your Phenom has an unlocked multiplier, making it one of the simpliest most straight forward processors ever made to overclock. Simply raise the multiplier.
