How to fix my USB recognizer!!!

try plug in back pc, there are 4 slot usb / other plug if not working push side metal usb stick & plug again

on my dell inspiron 1100 laptop there are 2 USB ports, either of them recognize anything when i try plugging something into them

That is a great name for the USB ports, the recognizer. Kinda like calling an oven the "bakeanator".

Have they ever worked? Was Windows re-installed on this and some drivers were missed maybe? Have you gotten any "over-voltage" errors on it before the USB ports stopped working?
