GTX 285 High Performance Mode Problem

I have a BFG GTX 285 OC'd edition card that works fine most of the time. However, my problem is that the clocks will not stay in high performance when the card leaves that mode, in the case such as exiting a game, or a graphics taxing program. Clocks are Core: 725 / shader: 1654 / memory : 1309 Clocks "after leaving then re-entering a game" Core: 400 / shader: 799 / memory : 297 i know that Vista 64 does use different power consumption methods with graphic cards. A array of low medium and high, so my question is why-if all my drivers are up to date, temp is 45 degree Celsius, will the card not re-enter high performance mode unless i restart the system and start up the program again?
