I just bought all of the parts for my new build. I'm using a PII 955 with a Gigabyte 790gx and 4GB(ddr2). I was wondering what software I should get for OCing.

Or can everything be done from the BIOS?

Riva tuner for graphics. AMD overdrive for the motherboard.
You can find a good guide for oc'ing with GURU3d.

All CPU OCing can be done in the BIOS. It is best to do the CPU OCing in the BIOS. If you want to OC a NON IGP card (aka 4670/4850, GTX260) you can use ATITool and RivaTuner.
