Loads of people in uk.tech.digital-tv have posted about the Nebula. I think
it was developed by a company in Kent, and initially it was kind of
soft-launched to uk.tech.digital-tv members before it became more widely
available.
I'd try there - it was available in the UK first I think.

I've spoken to the company but they were not particularily keen to give me
names and addresses of customers in Europe.
I thought of the other NG, but most people seem to be from the UK, being a
uk. NG.

Ah - I misunderstood - you weren't including the UK within Europe, I was...
Hence my suggestions that there are lots of UK users of the Nebula (who are
thus European users of Nebula AIUI!)

It works in Finaldn (accoring to their site) - so you might find some
users from there (by digging around forums).
Otherwise ... how about trying to contact the Linux-DVB folks - and
Florian Schirmer in particular (he is listed as the main contributor
for the support for Nebula).

If you just want to know where (and in what channels) DTT multiplex
broadcasts are *already available* on-air outside the UK, have a look at eg
Belgium (for a map of coverage in Flanders, see URL :
http://www.vrt.be/doc/tabel_dvb_t.pdf )
and Germany (for a map of coverage and roll-out plans, see URL
http://www.ueberall-tv.de/3content/planD/Ein-in-D.htm ).

No, as I said, I want actual transport stream samples.
