Title explains it, best fan for the thermalright true black, i dunno much about fans, not much of an expert in the area. I do think a 120mm or 140mm might be able to fit the true black.

If you are not worried about the color and the looks of the fan, then this one...
Noctua NF-P12-1300 120mm

else this one...But maybe little noisy...

Scythe SY1225SL12SH 120mm "Slipstream

Here.

The Scythe GTs are also very good.

+1 for the Slipstream. Used them on a S1283/CCF dropped temps by 5-7C over stock fans. Using them on a heatercore/rad dropped temps by 8C (compaired to some 80mm fan).

I have the Coolermaster HAF 932 case which has excellent ventilation, air flow, and cooling. I still use my original Thermalright Ultra 120 with two Scythe S-Flex 1600 rpm fans. The results are outstanding.

Part of the cooling equation is how well your case is ventilated and how good the airflow is. Which case do you have?

Great minds and all that ...
TRUE with one Scythe S-Flex 1600 rpm fan in an Antec 900 case. Scythe makes a faster (and noisier) S-Flex fan, but this is an excellent balance between cooling and noise.
