This is the system am planning to build in the next couple of weeks, when i get my wages basically!
Mainly, it will be used for gaming. Also my monitor is only a 17" CRT, 1024x768, all the 19-20" TFT's with 5ms response time that i can find are only like 1440x900 (19" ) 1680x1050 (20" ).

Its the PSU am unsure about, dont find many reviews on PSUs, and was wondering if it would be ok gettin a cheaper PSU still at around 800w, but not made by someone like HIPER, OCZ, or Antec but like a cheaper Hi-Power 800W?
The Hi power has 4 12v rails with 20A on each. lets be honest, PSU technology is not exactly cutting edge, its just a big transformer with a fuse. But does it make that much difference? is it worth spending twice as much on the PSU to get corsair or antec?
get a 4850 at that res... save the hundred bucks from the card... and start saving for a new monitor... your going to want at least 1680 by 1050 and possibly a 24 inch one... I love my 24 inch one and couldn't imagine going back to such a low res...
when i'm at school w/ that res... I'm like... wtf? I only have a quarter of my word document on the screen... with 1920 by 1200 I can have 2 full documents... very helpful
