when i try to download something i keep getting system administrator polices will not let me proceed

do you have an administrative account?

Are you the computer administrator? Unless you are logged on as such, you may not get very far.
The system is designed to keep unauthorized persons from installing or downloading.
Also, when installing a program, turn the anti virus off. After you load your software and reboot, turn the anti virus back on.
