External Direct to vga tuner?

I'm looking for (as close as possible) an external tuner that has composite input and coaxial tv-in (composite out would be nice, too) and has EITHER

a direct vga output that will bypass the pc and go right into the d-sub/vga-in of my lcd panel (because the last two software tuner/pvr's i used were spotty at best, scheduling never worked, and were just really finicky. they were an ati tv wonder elite 150 and an ati 9600xt AIW)

OR

a usb/firewire connection and a very easy & reliable interface that will work on vista ultimate 64-bit(because again... i don't want the same fiasco i had with the other two... i want to be able to use this as my primary tv without a lot of BS)

right now, i'm using an old vcr as my tuner, and a composite video to vga adapter to connect to my tv, and i'd like something a little cleaner. (y'all heard 'bout this VHS thing that's comming out? i hear y'all can put movin' pictures onto tape 'n look at 'em whensever ya wanta!)
