Slow HD VIDEO Playback

I have computer of following spec
Windows XP SP3 32bit
Dual Core E5400
2GB DDR2 800
EVGA GTS 250 1GB
500GB Seagate Barracuda Hard Drive
i am facing the problem of slow HD Video Playback...........
Even when i forward the seek bar the video stops playing.......
Give me suggest and solution for this problem....

you will probably see this with:
a. Limited system resources...your computer has too many programs and not enough free space
b. Slow internet bandwidth...your provider is not providing enough download speed

As far as my problem is concerned that is something related to HD Decoding..........
The problem i have wrote is just nt with internet but also with system HD playback capability............(to play a downloaded HD Movie)
