How do I adjust the Webcam frame rate in XP

I am using skype. I have an "Eyeball" 2.0mp camera by Blue microphones. I have read that the camera should be set to 30 fps. I am unable to make this adjustment in Skype, and the camera has no software. How do I set the frame rate?

Don't worry about it unless you have issues. You may be able to get to some configurations by right-clicking the camera in My Computer. Have you checked the vendor website for any software? It may not have come with a disk but something may be available online.
