i'm using a 19" wide screen samsung monitor(i 4got the model).. it worked fine when playing games.. however i wonder why the cinematic being played during launching soulstorm(1440*900) is freaking ugly?? also when i watch videos which are downloaded using limewire in xvid format, the picture quality is better in 17" samsung and worser in 19" samsung.. how could this be happened?? is it due to my vga card? i'm merely using 8500gt...

It's from the resolution of the film/program/game your using. If for example your using a program in 720 X 480 std PAL and viewing on a 1440 x 900 your system is having to double the resolution so you can view it in full screen, therefore the pixel size is doubled (blurry image).

Most downloaded video is compressed to a higher res even if only slightly so will appear better. Also the lower the bitrate of the video has been encoded to will decrease the image quality. Sounds like the in game cinematic is running at a lower res to the actual gameplay.
