i have a 19" lcd screen at a refresh rate of 75Hz, the question is does 75Hz=75fps? but only when v-sync is on right? so why am i only getting 62fps in gears of war with refresh rate of 75Hz and no v-sync?

Refresh rates for CRTs and LCDs have different meanings. For LCD monitors it basically refers to the data signal between the LCD and the video card, noot how fast graphics are redrawn on the screen.

Response time determines how much time it takes for colors to shift on an LCD screen. Response times are not absolute, a LCD with 2ms response time does not mean it will always have 2ms response times. It represent the fastest possible hypothetical response time under ideal conditions. A LCD monitor with 2ms response time can peak at 30ms depending on what being displayed on the screen.

You're probably "only" getting 62fps because of the resolution and graphic settings that you are using. Not really familiar with GoW so I'm not sure what performance you should be getting with 9800GT SLI.
