If Windows does not run normal, then you do not have a stable overclock.

You must be able to enter Windows, and run a stress program for several hours, like Prime. Then, and ONLY then if you have no problems, can your overclock be considered succcesful.
You need to go back to the drawing board, or lower your overclock until your rig becomes stable again.

Whats your vcore? Most likely the CPU isn't stable.
