about me:
im using 2x17" monitors, put together, which givs me a resolution of 2560x1024.
im more concerned about full 1080p video at best quality and no frame drops at all!!!!, than i am about gaming!

ive heard evry1 say the 4850 is better than 9800gt's, yet on reviews, the 9800's seemd to have higher benchmarks and fps's
also, another issue that i dont kno is still relavent, my old radeon 9550 was able to do dual monitor output, bt only through windows's own monitor selection thing, where as my current nvidia 6600GT lets u do it the windows way, or thru nvidia software which fools windows into thinking you have 1 very large n wide monitor.
the difference, is that with windows, ur start menu would only b on one screen. new windows would only open on primary screen. only use of secondary screen wud be if u did it urself! u moved windows onto it yourself! even then, video would only be visable on the primary screen.
so atm, im using nvidias way which works perfect for me. full dual screen video, start menu all the way thru, windows accross both screens...etc
im worried that going for an ati card wont let me do this? can someone confirm i can use both monitors like i want to, with an ati card?

Yes, the 4850 will be 20-30% faster than the 9800GT because the 9800GT is just a rebranded 8800GT. You can set full screen video through windows and the Catalyst Control Center (CCC).
1 last thing, i wantd to go for the powercolour one, but i heard it was really noisy. im making the quietest system ever! so i need a reli quiet one, and want to refrain from buying an after market cooler. is there any brand in particular with good+quiet cooling? i dont mind having a gfx card thats 2 slots wide.
You could get a 4850. They are very quiet. max fan speed is 30%, so You wouldnt be able to hear it even with heavy gaming/movie viewing. They do get a bit toasty, but they are made to handle it.
