I was wondering if an Antec NeoPower 650w could manage 2 hd4870's in crossfire. Right now, I have one 4870, with a q6600 oc'ed to 3.0, and one Seagate 7200rpm 250gb HD. It runs perfect, just wondering if that psu could handle another 4870 thrown in.

yes it should handle it fine. how many amps on the rails?

Yes. If you were buying a new PSU for your system i'd recommend dropping an extra $20 or so for a quality 750w, but since you already have a quality 650w i'd stick with it. Your total system at load with 2 HD4870s will probably be under 500w.... (that's with your OC, HD and 4 or 5 fans)

That PSU is powerful enough for HD 4870 CF. It doesn't have the 4 PCI-E connectors you need, but some HD 4870 cards (like this one) come with adapters.
