What is the code on the blue screen?

You don't 'download' a registry fragment. So, did you download something before this happened?

If you did make a change that has caused this, and can get to a command line, type:
%systemroot%\system32\restore\rstrui.exe
and press enter. That will open the system restore points. Roll back to before you made the change.
