How to restore programs

Hello,
How do I restore programs still visible on the hard drive ater a Windows XP re-installation due to problem not being able to start windows up and the repair option on the xp disk would not resolve the problem

If you did a format and reinstall of windows, you can't. You can sometimes recover some user data, but programs will need to be reinstalled.
