Cannot open control panel in windows xp

when i try to open control panel, there comes a message that due to some restrictions it cannot be opened . please ask system administrator. what shall i do?

It sounds like your user doesn't have administrator rights.

This is almost certainly a Group Policy restriction. If you have the ability to alter your group policy I can guide you to where the issue is. If not you will have to speak to your local admins as they will have to change it. Sorry!
