ok so i just bought a new a new build, q9450, foxconn p45a-s, ocz 1066 4gb ram, gtx260 core 216. the cpu sensor says im idleing at 69-71degrees celcius, but the heat sink is not hot at all to touch. and when its idle do the frequencies lower to save power? cause im at idle and cpu-z says 1997mhz. also with this build on 3dmark 06 im only getting 12k. cpu is 3137, sm2.0 is 5173, and sm3.0 is 5953. these scores last time i heard are terrible for my setup, also i can barely run cod4 on highest detail...maybe 17 fps. so something is terribly wrong i think. any suggestions?

reseat the heatsink and make sure all 4 pushpins are all the way through so it sits firmly in place.
sure sounds it's not making proper contact to the cpu.

Sounds like the heatsink isn't making good contact with the CPU, and you are overheating as a result.

and get some new thermal paste, the old one that's in there won't really work that well anymore...

OT hmm I can't edit my messages anymore, even the quick edit doesn't work, just gives a cancel button, what gives :/

The heatsink needs reseated. Intel's design puts the digital temp sensor inside the silicon. The likelyhood of it failed is extremely small compared to the likelyhood of your CPU really being that hot. Human-error gets the best of us all too often.
