FPS drops

My games drops FPS... all my games are, scanned my PC with AVG 8.0 and KIS no threats. It only happened when I reformat my Drive. my catalyst driver is 8.10. windows xp sp3, Dual Core AMD optimizer installed.
it doesn't lag always, it will just drop FPS to around 1-5 FPS for around 5-10 seconds or if i pause and alt tab and then go back to the game, lag is gone... Screenie was taken after having drop with FPS, alow atleast 5 seconds gap before I captured it.... I put a circle on the second proc. Is that normal?or am i having problems with processor?

When you have the problem, click on the processes tab in the Windows Task Manager and sort by the CPU usage column. Find out what is eating your CPU.

I think i got it right now, It's my processor trying to have some air...

I oc'd before, and that is where my problem started, only with games though. I put it back but then I forgot to put the coolnquiet back. As soon as I enabled it, everything smooth now.

Now too bad for me I can't push some more out of this 4850.
