Is Motherboard the problem?

I had a power surge/power outage and when I tried to turn computer back on, it would boot until it got to the windows xp screen, then turn off and restarts this and do this repeatedly. So I tried reinstalling windows and the install itself worked, but when I tried reinstalling the drivers, the driver for the the ethernet and sound system would not install because the computer said the hardware could not be detected for those things. Does this mean I should just get a new motherboard?

Possibly. Do either device show up in Device Manager?

Ethernet controller = no; sound yes, but the only sound that comes out is a beep

It sounds like a damaged motherboard, but it's not certain. Was there any type of surge protection in place?
