I have a GA-MA790GP-DS4H motherboard and I cant tell if it is not working properly or if its a windows issue. Randomly, all the usb devices connected to the computer will not be recognized. Upon restart, they all work fine again. Hardware or software issue?

Am not intimately familiar with AMD/nVidia MOBOs, but Intel chipset GBs are very 'stringent' about tight adherence to the USB specs, and will often go into a 'reboot loop' if an older, or poorly conforming device is plugged in. I would try disconnecting them all, and then reinserting them one at a time to try to locate the offending device...
