Could use some advice for a budget card ($100 give or take) for 1680x1050 resolution. I'm looking at the 9600GT or 3870. On one hand the ATI cards give a slightly better image quality but doesn't have the AA power, however Avivo is free.

The NV card has the fps power with AA but slightly less quality in the image department and I would have to pay for purevideo. All the games I currently have should be no problem: COD/OU & COD2, MOH series, IL2.

The two games I'm looking forward to are BIA: Hells Highway and COD5, both are using engines already out, ie UE3 and COD4 engine. The UE3 engine favors the NV card, the COD4 engine favors the ATI cards.

If you had to choose which one would you choose taking all things into consideration, (fps, image quality and DVD playback)?

The 9600 GT pulls ahead with AA on. I'd go for the 9600 GT or see if you can find a 8800 GT ( I saw a galaxy one for 96$ on newegg)
