Chip is properly installed, nothing otherwise amiss, except the computer won't boot. Nothing on the monitor, blank screen. I take the new chip out, install the old one and everything's fine. I've cleared the CMOS and that hasn't helped.

The E7200 will not work as it is not supported by the BIOS. Looking at the BIOS info page, the last BIOS update was 5/15/2007 and only supports 65 nm E6xxx/E4xxx/E2xxx processors as well as the 65 and 90 nm P4s and Pentium Ds. The E7200 is a 45 nm processor and not supported. Sorry, you will need to either swap the E7200 for a 65 nm C2D or keep the E7200 and get a newer board.
