Usually you can access the BIOS during POST using the either F1, F2, F8, or Del keys; it depends on the system manufacturer. Once in the BIOS, move through the screens until you get to the USB settings. Make sure they are enabled, including USB2 or "high-speed," if you have that option. Then "Save and Exit" the BIOS.
