MY XP SOME TIME CAN NOT REBOOT(THAT MEAN WHEN I POWER UP ON SCEEN SAYS REBOOT FAILIURE INSERT CD SYSTEM AND PUT ENTER)

Unplug any USB storage devices.
Tap the delete key repeatedly on startup. That's usually the key that will get you into the BIOS. Once there, verify that the hard drive is the first boot device. If it isn't, change it so it is.
