Quality (CORSAIR) or price and power for a psu?

Actually the first one is more powerful, despite lower advertised wattage. It has 3 12v rails, at 18 amps each. The second psu has 2 12v rails, at 18 amps each.

Between the two, the 1st (Cosair) one is better than 2nd (Rosewill).

Consider this one instead:

Cheaper, more powerful, better quality than Cosair, far better quality than Rosewill.
 
Do you mean "overvoltage protection"?

If you buy a PSU based on it's looks, you deserve the POS that you will get.

PCPower and Cooling are the only PSU's that I will recommend to anyone.
The Silencer series is great and very price competitive in top tier of PSU's.

Yeah the PCP&C PSUs are considered the best. I'm not sure if you're seeing this correctly (no offense), but the Silencer 610 is actually cheaper than the Corsair 520HX ($110 with free shipping and an additional 15% off with the promo code "Novsave15" and a $20 MIR; the Corsair is $115). So in that case I'd definitely go with the PCP&C Silencer 610.
